Sub: Clarification about educational qualification – Ex-servicemen candidates.
This has reference to letter No. RRB/Bhopal/Panel/139 dated 26/8/2013 seeking clarification whether as Ex-serviceman with 15 years active service in the Armed Force with matriculation will be considered eligible to apply for the post for which the minimum qualification is University Degree provided the relevant certificate issued by the Military authority is attached with the application.
The issue has been examined in consultation with M/o Human Resource Development and Directorate General Resettlement, M/o Defence and it is clarified that:-
(a) For appointment to any reserved vacancy in Group C posts, a matriculate Ex-serviceman (which includes an ex-serviceman who has obtained the Indian Army Special Certificate of Education or the corresponding certificates in the Navy or the Air Force), who has put in not less than 15 years of service in the Armed Forces of the Union may be considered eligible for appointment to the posts for which the essential educational qualification prescribed is graduation and where,
(b) Work experience of technical or professional nature is not essential; or
(c) Though non-technical professional work experience is prescribed as essential yet the appointing authority is satisfied that the ex-servicemen is expected to perform the duties of the post by undergoing on the job training for a short duration.
(d) For appointment to any reserved vacancy in Group C and Group D posts, where the prescribed minimum educational qualification is matriculation, the appointing authority may at his discretion relax the minimum educational qualifications in favour of an exserviceman who has passed the Indian Army Class-I Examination or equivalent examination in the Navy or the Air Force and who has put in at least 15 years service in the Armed Forces of the Union and is otherwise considered fit to hold the post, in view of his experience and other qualifications.
Sir I m only matriculation holder I m about to complete my 20 yrs of service in Airforce , which jobs can I apply in exserviceman quota with out graduation plz clarify,specially government like ibps, ssb,railway, and other state gov , several times I raised queries regarding this , plz do reply as soon as possible.
Sir I am an Air Vetran . I got selected for TGT English in Haryana by Haryana Staff Selection Commission. Final result declared by HSSC but
after Document verification is done. Sent to Directorate of Secondary Education. They want Clarificatio in this regard that Graduation Certificate issued by
Indian Air Force is equivalent to graduation in Haryana for the above-mentioned post. Please Clarify.

Sir mere pitaji 1981 ko ritird hue the aur 2014 me unki death hui ab mata ji ko family pension milti hai mere pitaji ki joining date 1946 thi aur unhe additional pension kabhi nhi Mili unki age 96 thi family pension 9000 rupay milte hai air bataye kitni milni Chahiye

Sir, I am KN Singha, retired as Hony Lt from the Indian Navy on completion of 37 years of service. My education qualification during my joining into the service is IX pass, however, I cleared Higher Education test during my service, which is educationally qualified for getting commissioned rank into Indian navy and it’s also clearly mentioned into the certificate that ” exempted from matriculation “. So then my question is that ” what equivalent civil certificate I should get from the Indian Navy during my retirement and what is the GOI authority.

Yes Armed forces issues graduation certificate on retirement, you can apply for IBPS, I have also joined Indian overseas bank using that certificate

Equation to the graduation certificate may be issued from a recognised university with 50 percent of marks. Steps maybe taken for rehabilitation of ex service man

Sir I have graduation certificate issued by Indian Army. When we fill online application upto vacancies of group c level many times computer is asking for percentage/grade which is not mentioned in our certificate.
Sir please tell how can we fill form in that situation or what percentage/grade we have authority to fill.
The reserved vacancy post Group C & D is sufficient education is matriculation passed or Indian Army class I exam with atleast 15 years experience or as mensioned in para (d) so the percentage of grade of marks in matriculation is sufficient.. While the interview you can submit your graduation certificate.

Yes you are alligable for daroga(SI) IN ANY department. But must have special army graduation certificate.
Sir I got army certificate which is equivalent to graduate after completion of 15 years of service (vide GOI, Min of personnel, public greivance and pension, Public and Training) O.M. No 15012/8/82/Estt(D) dated 12 Feb 1986 as amended is valid for applying for degree qualification govt job such as bank clerk, SI, PDO etc. Pl confirm me

I got a certificate issued by indian army after completion of 15 years of service which equivalent to graduation (vide GOI, Ministery of personnel, Public greivence and pensions, Public a& Training) OM no. 15012/8/82/Estt (D) dated 12/02/86,is it valid for the post whr graduation+economics required or not

Sir I want apply for Office Assistant in Gramin Bank through IBPS. I have completed 29 Years of service in Army and obtained Army Special Certificate of Education. In this a Certificate only. No Mark Sheet is issued by Army, Air Force or Navy. But in application portal percentage of marks is asked. Without filling Percentage of marks application is not being accepted. While contacting IBPS official they are unable to reply about. I think this is a cheating with Ex-servicemen.

Why the organisations asking about the Graduation equivalent certificate issued by Air Force/Army/Navy should be signed on or before a particular date once the candidate is already completed 15 years of service in the time of filling online application or before that. One of my friend is completed more than 20 years of service and cleared the Ban clerk examination but he was not selected due to the Graduation equivalent certificate and the provisional certificate both were signed after the last date of online submission of the application. But the service length is already crossed 20 years.

We are very much pleased for the Graduation certificates issued by the Armed Forces to the army personnels who are matriculates and B’Tech’ issued to the Army Personnel JE’s in MES. But while filling the application forms for the civil services, where the qualification required is graduation or B’tech’, there is column for requirement of marks and percentage obtained and the software does not accept any qualification without marks/percentage. Do anybody have any suggestion on this?
