30 जून को रिटायर होने वाले कर्मचारियों को एक काल्पनिक वेतन वृद्धि (notional increment) देना: रेलवे बोर्ड ने पात्र पेंशन मामलों का जल्द निपटारा करने का निर्देश दिया।
Grant of One Notional Increment for Employees Retired on 30th June 2026; The Ministry of Railways (Railway Board) has once again reiterated its commitment to implementing the benefit of one notional increment for eligible railway employees who retired on 30th June before receiving their annual increment due on 1st July. Through its latest communication dated 16 July 2026, the Railway Board has instructed all Zonal Railways and Production Units to complete the examination and settlement of all pending eligible cases in a time-bound manner.
This development comes as a major relief for thousands of retired railway employees and pensioners who have been awaiting revision of their pensionary benefits following various judgments of the Hon’ble Supreme Court and subsequent instructions issued by the Department of Personnel & Training (DoP&T).
Railway Board’s Latest Letter Dated 16 July 2026
The Railway Board, vide Letter No. PC-VI/2024/Misc./04 dated 16.07.2026, has referred to its earlier instructions issued on 20 February 2026 regarding grant of one notional increment.
The Board observed that despite earlier instructions, several representations are still being received from retired railway employees whose cases appear to be covered under the judgments of the Hon’ble Supreme Court and the existing DoP&T guidelines.
Therefore, the Railway Board has requested every Zonal Railway and Production Unit to:
- Examine all pending representations immediately.
- Identify employees eligible for grant of one notional increment.
- Finalize eligible cases without further delay.
- Complete the exercise within a prescribed time frame.
- Avoid repeated representations and unnecessary litigation.
Background of the Notional Increment Issue
Under the Central Government increment system, annual increments become due on either 1st January or 1st July after completion of six months of qualifying service.
However, employees retiring on 30th June complete a full year of service but retire just one day before the increment is formally sanctioned on 1st July.
For many years, such employees were denied the benefit of that increment while calculating:
- Pension
- Retirement Gratuity
- Leave Encashment
- Commutation Value of Pension
- Family Pension wherever applicable
This led to numerous court cases across the country.
Supreme Court Judgments Changed the Position
Several judicial pronouncements, including the landmark decisions of the Hon’ble Supreme Court, recognized that employees who had completed one full year of satisfactory service immediately before retirement should not be denied the increment merely because they retired one day before the increment date.
The Court held that such employees had already earned the increment through completed service and should receive the benefit for calculating pensionary benefits.
Following these judgments, the Department of Personnel & Training (DoP&T) issued guidelines, and the Railway Board subsequently circulated implementation instructions to all Railway units.
Earlier Railway Board Instructions (20 February 2026)
The Railway Board had earlier issued detailed instructions on 20 February 2026 after consulting DoP&T regarding implementation of notional increment cases.
The Board advised all Railways to:
- Prepare a consolidated list of eligible pensioners.
- Strictly follow Supreme Court judgments.
- Publish the list wherever feasible to reduce uncertainty.
- Revise Pension Payment Orders (PPOs).
- Carry out consequential financial adjustments in a phased manner.
The Board also clarified that cases falling outside the existing judicial directions would be decided after further clarification from DoP&T and other concerned Ministries.
Why Has the Railway Board Issued Another Letter?
Even after issuing comprehensive guidelines, the Railway Board found that:
- Large numbers of representations are still being received.
- Many eligible pensioners have not yet received revised pensionary benefits.
- Some Railway units have not completed scrutiny of pending cases.
- Repeated litigation continues in different courts.
To eliminate these delays, the Board has instructed all field units to complete the pending work on priority.
Who May Be Eligible?
Subject to the conditions laid down by the Supreme Court judgments and DoP&T guidelines, the benefit generally applies to employees who:
- Retired on 30th June.
- Completed one full year of qualifying service before retirement.
- Were due to receive their annual increment on 1st July.
- Fall within the scope of the applicable judicial decisions and Railway Board instructions.
Each case will continue to be examined individually by the concerned Railway administration.

Grant of one notional increment may lead to revision of:
- Basic Pension
- Retirement Gratuity
- Commuted Pension
- Dearness Relief payable on revised pension
- Family Pension, wherever applicable
- Arrears arising due to pension revision

- Pending eligible cases must be examined immediately.
- Settlement should be completed expeditiously.
- Instructions of DoP&T must be followed strictly.
- Supreme Court judgments should be implemented in eligible cases.

The Railway Board’s latest communication is not a fresh policy introducing a new benefit. Instead, it serves as a strong administrative reminder directing all Railway establishments to implement the already approved benefit without unnecessary delay.
