Pay Research Unit – Department of Expenditure

We have written this article on 8th October 2013.
Expected 7th Pay Scale
The 7th CPC Pay Scale is fast becoming the most mesmerizing phrase among Central Government employees these days.
Every Central Govt Employee is waiting to find out the changes in their pay scale that the 7th CPC would recommend to the pay structure. Sensing this eagerness, Bloggers have been regularly coming up with their own versions of what the pay structure could be. Do not take those writings seriously and authentically.
Based on all the changes justify from the 1st CPC, until the 6th CPC, we have predicted a pay structure. Even though we are not keen on it, we have been receiving requests by email and comments. At a point, it becomes unavoidable. We just had to give our own interpretation too.
Since the basic pay of an ordinary employee has evolved from 260-950-3050-7730, the next change is expected to increase the salary by 2.5 times. Our Projected Pay Scale is expecting an increase of no more than 3 times.
It could be 260 – 950 – 3050 – 7730 – 22500..!
More than the hike, everybody is hoping that the Grade Pay would be in the proper series.
And, everybody wants and hopes for a recommendation that prescribes a uniform Multiplication Factor (6th CPC 1.86) to all categories of employees.

It is an assumption of future pay scale structure for Central Government employees. And the next calculation of the projected pay scale with effect from 2026.
The word PayScale is pronounced by most Government employees in India. And also used in the private sector. The Scale of Pay, Basic Pay, Pay Grade, and Basic Salary all are indicated as the initial component of the salary structure. The Scale of Pay is the main element to expose the grade of the post.
Latest 7th pay pension as on 1-1-2016
It depends upon last basic pay of 50%,, minimum Rs.9,000/-.
I had retired on 30/11/2000 after completion of 30 years 2 month in the scale of pay 4000 – 100 – 6000 and last pay drawn was Rs. 5000 after 10 increment .
(A). 5 cpc fixed pension at Rs. 2460 and than +Rs.1230 DP = Rs.3690 from April 2004.
(B). 6 cpc fixed pension at Rs. 5560.
(C). 7 cpc fixed pension at Rs.14290 (5560×2.57) at Formula -(1).
(D). Formula -(2) : 25500+7650=33150=pension Rs.16575 (this amount shall be raised to arrived at the notional pay of the retired by adding numbers of increment had earned in that level while in service at the rate 3 •/• to avoid parity past and present retired for the same between length of service in the scale of pay at the time of retirement as recommended by the commission . This is for your clarification only .

LDC UDC pay is higher in all the states than central govt., LDC UDC pay should be considered to hike according to their respnsibilities and work

Sir, I have joined in 2007 as LDC and I have been drawing B.P. of Rs. 7930+ G.P. 1900. My T.A. at present is Rs. 1600/- slab since I crossed Rs. 7440/- basic pay. But due to 7th CPC, my T.A. slab will go down to Rs. 1350/- slab since my level is fixed at 2 for G.P.1900/- and the basic pay has not been considered. By this I am loosing Rs. 2220/- p.m.

Well prest basic pay will get increased to 3 to 4.5 times. So if basic is 10000 ie without DA then in 7cpc your basic will be 30000 to 45000. No DA will be there.present da is 119% and will be 125% on 01 Jan 2016. Substantial hike will be there.

There are a lot of Graduate/Post Graduate employees serving in Central Para Military Forces as Constable, using their knowledge and skills for the nation and drawing similar salary as being drawn by the employee who passed SSC examination . Promotion of each and every Graduate/Post Graduate employee in the force is not possible due to limited vacancies. CPC may recommend an additional allowance for such employees.

IT WILL BE MINIMUM 3 TIMES AND CAN BE UPTO 3.5 TIMES WHILE PENSION CAN BE UPTO 4 TIMES THAN PRESENT PENSION.

Please abolish two grade pay of 5400. I was victimise in 6th cpc as i was appointed in basic the pay of 8000 group A in the 5th cpc. However due to two grade pay of 5400 (promotion) and 5400 (entry grade) i lost my group A status, not only that but also there is less benifit in macp in this grade.

the previous government’s discrimination among teaching and non-teaching /secretarial employee regarding the multiplication factor . e.g -2.6 was given to the teachers where as 1.6 is given to non-teaching/ secretarial employees.This should be compensated in this 7 th CPC. Sir, I want to invite the attention of hon’able pay commission towards a great disparity between the pay scales of army & civilian counterparts in clerical cadre. Central govt civilian clerks of AFHQ cadres are LDC, UDC, Asst and then SO & DD and so on……. and their GP is 1900, 2400, 4600 & 5400 and 6600 while in the Army there are Sep, Nk, Hav, Nb Sub, Sub & Sub Maj and their GP is 2000, 2400, 2800, 4200, 4600, 4800. Even a Sub Maj does not reach the pay scale of SO … Great disparity ! Kindly pay your attention. Thank you!
Sir difference in pay structure of jawan and officer is very high in cpmf. Look into the matter in ongoing 7th cpc because everyone reservee their right by demamding as above.

Dear sir,
As my knowledge person who joined after 2004 he will we joined in new pension scheme. There is no problem in new pension scheme but not useful for employees in present because there is no use of accumulate or saving money like old rule of PF. If one person expired in the age of youngness eg. 30 yrs then what is the help of this money? because no withdrawal facility for making home and to manage home big issues like younger brother or sister marriage. If our government want to be make useful this scheme so government should have to be some changes like my issues or others employees issues. There are possibilities to change or modify this new pension scheme? This is the issues for all youth.

As per 6th CPC my increment which was due from 1st May postponed in July month and in 2013 an advance increment was given from Jan.2006 and refixed in the m/o July after giving the arrear. But after the GP Revision from 4200 to 4600 same arrear was got recovered and again withholding of that increment basic fixed in the m/o July in the respective year. Now, I have one increment loss plus arrear DA, HRA etc. loss. Pl. mention about the anomaly due to this advance increment recovery………………………………….& advice to mitigate the financial losses.
