1. Much awaited announcement on the Implementation of One Rank One Pension (OROP) as read out by you on 05th Sep 2015 has some serious shortcomings. If not corrected, will not only dilute the OROP but will destroy its approved definition. The assurances given to the Defence Fraternity will remain unfulfilled. OROP had been denied to us for the past 42 years when OROP in the form Military Pension was withdrawn. Pensions for Military Personnel were reduced from 70% to 50% while that the civilian employees were increased from 33% to 50%. The ends of justice would have been met, had the Military Pensions were also proportionality increased or age of retirement brought on parity with civil.

2. The seven serious shortcomings in the implementation of OROP as announced by you on 05 Sep 2015 are as under:-

Instead of equalizing the pensions every year as required as per the approved definition, the Govt has announced equalization after 5 years. This would totally defeat the definition of OROP. Large number of senior defence personnel will start drawing less pension than juniors. This would result in One Rank Five Pensions and not One Rank One Pension. This is not acceptable. Veterans have software to overcome the administrative problems being quoted for the government.

The Govt plans to order one man commission to decide on the periodicity of the equalization of pension and other anomalies and has given six months time to the commission. The purpose of such a committee is not understood particularly since all issues have been resolved as stated by you after the last time the file was sent to finance ministry. This is grossly unfair and not acceptable. If committee is to be ordered, it must consist of five members: – three from ex-servicemen, one serving defence personnel and one from MoD. Such committee should be given only one month period to submit its report and within 15 days thereafter it must be processed and final decision implemented.

During our discussions with the Personal Secretary to the Hon’ble Prime Minister, base year 2013 – 2014 was accepted, that means as on 31 Mar 2014. However, in the Note issued by the Defence Minister, calendar year 2013 has been mentioned, that too the average of the calendar year. This is not acceptable.

The Govt plans to give arrears wef 01 Jul 2014 instead of 01 Apr 2014 The Govt has deprived the veterans three months of arrears. Once a Welfare Scheme has been sanctioned by the Govt, why is it being diluted to the disadvantage of defence veterans? Further if the date is changed to 01 Jul 2014 then the financial year must also change to 2014-2015.

It was agreed by you to grant highest of scale of rank and years the service. The Govt intention to grant average of the pay scale will greatly reduce the pensions. JCOs, ORs and widows will get hardly any increase in pension.

This is a concept which is to be executed in perpetuity. This was also agreed that the implementation of OROP is independent of Central Pay Commission (CPC). It is pertinent to mention that Pay Commission award must integrate the OROP and should not adjudicate on it.

    I am retired as JCO ranks as Nb Sub. In orop table 7 nb sub rank pension have not been mentioned. Whereas hony nk nk hony hav or hav all shown separately. Please clarify

    Pension of regular officers (SL category) of Captain rank has been granted equal to submajor granted Hony rank of capt to the jco.Both are different identities Sl cadre is regular commissioned rank whereas Hony rank to a Jcos is honorarium rank give to jco.for his good service.Needs rectification.

    I am a widow of EX no. 7092420 CFN Late Bijoy Kumar Nandy his PPO no. is D/RD/3788/05 dt. 07.07.2005 I gate Family Pension from ARMY. Serving Period of my Husband from 08.01.1965 to 09.09.1970 he was discharged for 70% desirable ground. I am eligible for ORPO. My current Family Pension Rs. 7830/-. Please tell if I eligible what will the Current Pension.

    Dear Sir, I am retired Hony Lt Having 39 Years 6 Months and 24 days qualifying pensionable service as per my PPO NoS/048698/2003. As per table 7 of circular 555 of PCDA pension above 33 years and above service is 16160/- i submitted my grevencies to vetren cellStation HQ Ahmedabad and exservicemen pension welfare dept M OF D. .The PCDA Penmsion Allahabad has refused to grant pension instead insisting that pension only for 30 years can be given.I am being paid pension @ 16090/- instead of 16160 which is maximum pension limit .Dear Sir I was enrolled in Army ASC Supply on 06 Feb 1964 I was told tyerms of Engagement 12 Regular an 8 Reserve. On 12 Apr 1975 I was remustered as Religious Teacher and Transferred to ASC Mechnical Transport and my termes of Engagement was 55+2=57 Years of age. Accordingly I retired on 31 July 2003 with color Service 39 Years 6 Months and 24 days. Sir please advise me how i should get my full pension with regards yours truely Bal Krishan Gupta JC78166 Mob 9228343538.

    Retiring Pension for the rank of late entry officers who retired in the rank of Major with more than 10 years of service and less than 20 years of service, but having more than 32 years of qualifying service, perforce to retire on superannuation of age limits needs calculation afresh. Evaluation for both spell of services have not been done correctly.

    Orop implemented recently is introduced with out applying the mind. Instead tallying with old retire and latest retire, they have steeply increased the juniors pay. Thus destroyed the back bone of the defence that is SENIORITY.

    Secondly the difference in X and Y group is alarmingly widened. Which is against the spirit of OROP. For example 20 year Naik Subaidar in X group was getting around 8500/- is now being fixed 10480. Whereas 26 years Naik Subaidar in Y group, who was getting 10029/-is now fixed 10405/-.
    Thus 20 year X group is now getting more than 26 year Y group. 6 years of Y group seniority in service is gone with wind. Please look into the difference previously and the injustice done now.

    I humbly suggest that, like the honorary rank, there should not be any X or Y group for JCOs.

    Gross injustice done to regular commissioned officers of AMC/ADC/RVC in grant of orop.They will be drawing much less pension vis-a-vis their collegues of other Arms & Services(Refer orop table 1 &2).Not only this regular commissioned officers of AMC/ADC/RVC will even be drawing less pension than their clolleuges of same corps & with same length of servicebut from EC/SSC commision (Refer table 6)This anomaly needs urgent attention & necessary correction .

    Dear Colonel Venugopalan, you are very sharp. Have you gone through the OROP table of JCOs/OR(Now you call the them PBOR)? What is the increase and what is wrong? Spare you some time on this and read it carefully now because these retired veterans were very much supporting you for long pending demands of Officers OROP. Thanks

    As per Govt letter dated 03 Feb 2016 and Pcda(P) circular 555 dated 05 Feb 16 it is applicable to pensioners who have retired on or before 01 Jul 14. On implementing it few pensioners of post 01 Jul 2014 and will be receieving less pension than that of retirees of pre 01 Jul 2014.

    To overcome this anomaly, a clause to be added to the govt letter that; –
    If any post 01 Jul 2014 pensioner receives less pension than that mentioned in the tables of pcda(p) circular no 555, in that cases their pension will be revised as per OROP tables issued as per ibid circular.

    IT IS VERY SHAME TO SAY THAT OUR PARLIAMENTARIAN ARE FULL VIGOR ABOUT THEIR PAY AND ALLOWANCES AND NOT A GOVT SERVANTS PARTICULARLY

    OROP scheme should be implemented only on the agreed shape otherwise it will be only an improvement in the veterans’ pension and not OROP. Therefore, it requires rethinking by the deciding authorities.

    Ex servicemen are not awarded justice,the pension of Ex servicemen without OROP and with the implementation of 7th pay commission w e f 01.01.2016,the pesion will be more after without implementation of OROP.So the approach of the Govt seems to be totally unjustified.
