6th CPC Dearness Allowance – 230% from July 2023 to CG Employees!

The Department of Expenditure (DoE) under the Ministry of Finance issued an Office Memorandum (OM) on 6th November 2023, regarding the Dearness Allowance (DA) for employees of Central Government and Central Autonomous Bodies (CABs) who are still receiving their pay based on the pre-revised pay scale/Grade Pay as per the 6th Central Pay Commission. According to the OM, the rate of DA will be increased from the current rate of 221% to 230% of the Basic Pay, effective from 1st July 2023.

Office Memorandum

Subject: Revision of Dearness Allowance to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pay scale/Grade Pay as per 6th Central Pay Commission

The undersigned is directed to refer to this Department’s O.M. No. 1/3(1)/2008-E.II(B) dated 10th April, 2023 on the subject mentioned above and to say that the rate of Dearness Allowance (DA) in respect of employees of Central Government and Central Autonomous Bodies, who are continuing to draw their pay in the pre-revised pay scale/Grade Pay as per 6th Central Pay Commission, shall be enhanced from the existing rate of 221% to 230% of Basic Pay w.e.f. 01.07.2023.

2. The provisions contained in paras 3, 4 and 9 of this Ministry’s O.M.No.1(3)/2008-E.1I(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The contents of this Office Memorandum may also be brought to the notice of all organisations under the administrative control of the Ministries/Departments which have adopted the Central Government scales of pay.

          The Governor is pleased to order that the existing rates of Dearness Allowance (DA) payable to the State Government employees under Finance Department Order No. F.6(1)FD/Rules/08 Pt. dated 14-09-2021 shall be revised with effect from 01-07-2021 in respect of those employees whose pay has not been revised for different reasons or who had exercised an option to continue in the pay scales as contained in the Rajasthan Civil Services (Revised Pay Scales) Rules, 1998 as under :

          (1) Out of 61% Dearness Allowance sanctioned vide Finance Department order No. F.7 (1)FD/Rules/98 dated 28-2-2004, 50% Dearness Allowance has been treated as Dearness Pay w.e.f. 01-07-2004 as per this Department order No. F.6 (3) FD/Rules/2004 dated 24-05-2004.

          (2) Dearness Allowance @ 356% as indicated in item (2) of this Department order No. F.6(1)FD/Rules/2008 Pt. dated 14-09-2021 payable on the total of Basic Pay plus Dearness Pay is revised to 368% with effect from 01-07-2021.

          (3) The term ‘Basic Pay’ for the purpose of calculation of Dearness Allowance shall be the pay, as defined in Rule 7(24)(i) of Rajasthan Service Rules drawn in the Revised Pay Scales prescribed under the Rajasthan Civil Services (Revised Pay Scales) Rules, 1998 and shall not include any other type(s) of pay like special pay, personal pay etc.

          (4) The payment on account of Dearness Allowance involving a fraction of a rupee may be rounded off to the nearest rupee.

          (5) The amount of increase in Dearness Allowance for the period from 01-07-2021 to 30-09-2021 shall be credited to the GPF Account as per provisions of Rajasthan Government Servants General Provident Fund Rules, 2021 as under

          (i) For the employees recruited before 1-1-2004 – GPF Account.
          (ii) For the employees who were recruited on or after 1-1-2004 – GPF-2004.
          (iii) For the employees of Autonomous Bodies / PSUs / Boards / Corporations etc. – GPF-SAB.

          (6) Cash payment shall be admissible from 01.10.2021.

          From January 1, 2023, the rate of dearness allowance will be increased from 396 per cent to 412 per cent to such state employees and pensioners. From January 2023 to March 2023, the amount will be deposited in the general provident fund account of the concerned employees. While the pensioners will get the increased dearness allowance in cash.
