Subject: Revision for income limit for dependency for the purpose of providing Central Government Health Scheme (CGHS) coverage to family members of the CGHS covered employees subsequent to implementation of recommendations of the sixth Central Pay Commission: Clarification.

Reference: HQrs office letter no. AT/IV/4918/XXXII/PC dated 9/3/2015

In this connection it is submitted that the matter has already been examined on receipt of a copy of BPMS letter dated 11/11/2014 and a clarificatory reply has been furnished to your office vide this office letter of even no dated 19/03/2015 wherein the reason was spelt out in detail. It was also requested therein to issue suitable guidelines in this regard.

However, as directed the issue has been re-examined in the light the GOI, MoH & FW letter dated 10/12/2008 and following remarks are offered:

As per GOI, MoH & FW OM letter dated 10/12/2008, to determine the dependency, income limit from all sources stands an income of Rs 3500/- p.m. plus amount of dearness relief on the basic pension of Rs 3500/-

Further, as per GOI MH & FW OM dated 30/12/2009 in the term ‘dependency’ under definition of family, it is stated that members of family whose income is less than Rs 3500/- plus DA per month are treated as dependents.

In view of the above, it is requested that the Hqrs. Office may kindly issue necessary guidelines whether
(i) the person drawing Rs 3500/- plus dearness relief on that day will be eligible for CGHS benefits as dependent.
(ii) The dependency will only be considered if the person draws LESS than the Rs. 3500/- plus the Dearness relief.

It is felt by this office that the dependency will be established only in case of (ii) above. It is requested to kindly issue necessary orders on the subject.
