The Staff Side of the National Council (JCM), under the leadership of its General Secretary Shiva Gopal Mishra, has initiated preparations for submission of its official Memorandum to the 8th Central Pay Commission (CPC).
In a letter addressed to all Constituent Organizations and Staff Side Members of the National Council (JCM), Shri Mishra requested valuable inputs and suggestions on key service matters affecting Central Government employees and pensioners.
Background: Draft Terms of Reference Already Submitted
The Staff Side of National Council (JCM) has already submitted the Draft Terms of Reference (ToR) of the 8th CPC to the Government based on inputs received from various staff organizations.
A meeting was also held under the Chairmanship of the Secretary (Personnel), Department of Personnel & Training (DoP&T), where the Staff Side presented its views and demands for inclusion in the Terms of Reference.
Important: The Staff Side will submit a Common Memorandum covering issues affecting all Central Government employees and pensioners, while individual Federations and Associations will submit separate memorandums for department-specific issues.

The NC JCM Staff Side has requested inputs on the following major topics:
1. Minimum Pay and Fitment Factor
- Fixation of minimum pay with full justification
- Model calculations and financial data
- Revision of fitment factor for salary fixation
2. Pay Structure and Increment
- Revision of pay scales
- Merger of existing pay levels
- Rate of annual increment
3. Interim Relief and DA Merger
- Grant of interim relief till implementation of 8th CPC
- Merger of Dearness Allowance with Basic Pay
4. Revision of Allowances
- Revision of existing allowances
- Demand for introduction of new allowances
- Justification with supporting data
5. Children Education Allowance and Hostel Subsidy
- Extension up to Post Graduation level
- Increase in allowance amount
6. Advances for Employees
- Introduction of new advances
- Restoration of abolished advances
7. Promotion Policy and MACP Scheme
- Revision of MACP scheme
- Improved promotion benefits
- Benefits under FR 22 (I) a (1)
8. Restoration of Old Pension Scheme (OPS)
- Demand for restoration of OPS
- Coverage under CCS Pension Rules 1972 / 2021
9. Improvement in Retirement Benefits
- Pension revision
- Death-cum-Retirement Gratuity
- Family Pension improvement
- Restoration of commuted pension after 12 years
10. Health Facilities and CGHS
- Improvement in CGHS functioning
- Better healthcare facilities for employees and pensioners

Deadline for Submission of Inputs
All Constituent Organizations have been requested to submit their inputs with supporting documents, court judgments, illustrations, and calculations.
Last Date for Submission: 30 April 2025
