  11. Reservations were made in 1950 with ten years frame work for betterment of down trodden and lower casts on cast basis. Since then three generations have passed. Time has come to review the existing system so as to remove the creamy layer to make the system more purposeful. People who are below the poverty line should be given the reservation benefit whereas rich should compete with general category. Reservations for Economically Backward people should be increased.. It is the quality of employees who will make polices successful and India world leader. There should be no reservations after 10+2 in educational institutions. Promotion should be exclusively performance based. It will help in creating classless and castless society.

  15. Most of the employees of central Govt started calculating their superannuation dates. Because there is a news that the superannuation will be 60 years of age or 33 years of service. But my questions are:
1.will it be possible to arrange a huge amount of money at a time for retirement benefits to the employees who will retired after completion of 33yrs of service( not attending the age of 60 years) ?
    2. This is totally a policy matter and central Govt is to take decision in the cabinet. It seems it is beyond the limitations of 7th CPC.
    3. Is it possible in any way to force retirement to the all employees who completed 33 years of service suddenly without any prior information?

  21. Points for consideration:
    1. Pay commission for revision of pay for central govt employees should be made at every 5 years interval instead of every 10 years which is a very long period.
2.Pay revision should consider the pay scale of Group-D employees in order to raise their living standard when compared to lower grade employees of public and private sectors.
    3. Additional money should be paid to Ph.D. degree holders ( additional 4 increaments similar to university teachers) in central govt. job. and also to those employees who have acquired additional qualification then the basic qualification required for the particular post.
    4. All central govt employees should be imparted training in the respective job at particular intervals and it should be made mandatory. There are many discrepencies noted in this aspect. Some officers or staff are sent in almost all types of training whereas others are not because those employees are not liked by their boss.
    5. Percentage of increament in salary should be increased from present 3 % to 5%.
