Basis for Estimating difference in Basic Pay and DA after 50% DA Merger

In 2004, when 50% DA Merger was made before implementation of 6th Pay Commission Report, applicable DA prior to DA merger was 61%. Then a new pay called Dearness Pay was created by taking 50% of basic pay and new DA @ 11% was calculated on basic pay and dearness pay as detailed below

Basic Pay (Rs) DP Total BP DA @ 11%

CALCULATION OF DIFFERENCE IN BASIC PAY AND DA FOR PROPOSED 50% DA MERGER

This is a rough calculation. The order for the DA merger is yet to be issued by Government. Applicability and actual benefit will be known only after issuing of formal orders for a 50% DA merger.

  1. We have taken into account only the pay in the pay band and grade pay for additional benefits out of the DA merger. The impact of the DA merger can also be calculated in respect of HRA and TA.
  2. As DA eligibility as on 01.01.2014 is 100%, we have estimated the DA after 50% DA merger as on 01.01.2014 as 50%. The actual DA granted by Government from 01.01.2014 will be known only after issuing of DA orders with effect from 01.01.2014.

We have estimated the difference in Basic Pay and DA in respect of entry-level pay in the pay band applicable to Four Grade Pays Viz., Rs.2400, Rs.4200, Rs. 5400, and Rs. 8700, which will fall into 6CPC revised Pay Scales PB-1, PB-2, PB-3, and PB-4 respectively. With due respect, i want to know that earlier we heard that pay commission will really effect govt. employees salaries. Salaries will be hiked two fold or at least 1.5 times of given salaries. But now it is heard that only 23 percent hike. It is not worth full as govt wants its govt employees work hard just like private employees. We have large expectations from this commissions. But there will increase only 7000-8000 salaries. As tax is increasing salary should be increase of govt. employees so that do their work with full of responsibility. At the time of congress govt. in pay commission salaries almost doubled. Govt. employees have a kind og enthusiasm and do something great.. Why BJP govt is not doing this. Acheehin din kab aayengein for haryana govt employees mainly teaching department. If salaries are not up to expectation, then only people take under table money. If salary is sufficient, then no corruption in haryana teaching department.. When will be DA merger in to basic pay??? we heard it since may days. I request my Honorable education minister do something so that there is no salary gap in haryana govt or delhi govt employees as if now. There is 20 percent HRA and many other allowances they are getting and very nice transfer poilcy. Its my reuest please look in to the matter and do something for better future of education including teachers and students. Our education department is usually named as corrupted department, we want to clear this thing.

    Thanks

Supreme court said and minister said in Parliament that arrears for 01-01-2006 to 23-09-2012 should be paid to pre- 2006 retirees.Every thing is in black and white. But the Officers in the respective offices are not moving their pen to dispense with the arrears practically .This is my experience. This problem should be addressed immediately and all very aged pensioners should get their legitimate right with out any more delay.
