India’s highest-ranking Central Government Services position is the HAG Scale (Higher Administrative Grade) of Pay Matrix Level 18 in the 7th Pay Commission. As for the highest salary, experienced IAS Officers in the rank of Cabinet Secretary receive Rs. 2,50,000. According to the recommendations put forth by the 7th Central Pay Commission, the apex level of the pay matrix structure is set at Level 18, with a corresponding pay scale of Rs.250000.

Grade Pay of Cabinet Secretary

During the 6th CPC, there was a recommendation to implement a Grade Pay Structure ranging from 1800 to 10000 for Pay Band-I to Pay Band-4. Additionally, the next four pay scales were suggested for the HAG Scale, with the highest pay scale reaching up to 90000.
