What is DA and DR?
Dearness Allowance (DA) and Dearness Relief (DR) both are the same. Dearness allowance and Dearness relief are being granted to existing employees and retired employees respectively. Dearness allowance is calculated on the basis of current basic pay of Government employees and the dearness relief is calculated on the basis of basic pension of Government pensioners. DA/DR is normally declared twice a year for compensating the price hike of essential commodities. DA/DR is indicating a particular percentage fixed by the Central Government. The calculation of DA/DR is based on CPI (IW) as per the recommendations of the 7th pay commission.

How to calculate DA?
Dearness allowance (DA) is calculated on the percentage fixed by the Central Government from time to time as per the calculation method prescribed by the pay commission. The percentage of basic pay is Dearness Allowance.
DA Calculation Formula
The formula for calculating DA is given below and the method of calculation is common for 5th CPC DA, 6th CPC DA and 7th CPC DA. The linking factor is given below for calculating the percentage of DA. The linking factor is nothing but the average of 12 months of All India Consumer Price Index number from Jan 2015 to Dec 2015.
Percentage of Dearness Allowance = (Average of AICPIN for the past 12 months – Fitment Linking Factor) x 100 / Fitment Linking Factor
- 5th CPC Fitment Linking Factor for DA Calculation = 306.33
- 6th CPC Fitment Linking Factor for DA Calculation = 115.76
- 7th CPC Fitment Linking Factor for DA Calculation = 261.4
7th Pay Commission DA Percentage = (Average of AICPI for the past 12 months – 261.4) x 100 / 261.4

DA/DR Orders for 5th, 6th and 7th CPC
Central Government is releasing orders for additional Dearness relief to pensioners retired in 5th CPC, 6th CPC and 7th CPC separately. The calculation of Dearness relief for 5th CPC, 6th CPC and 7th CPC Pensioners are slightly different on each CPC. Orders issued separately for 5th, 6th and 7th CPC Pensioners from DoPPW.

Note: Central Government had taken the decision on merger of dearness allowance with effect from 1.4.2004 in 5th CPC period. But, the calculation of DA continued with reference to the CPI (IW) average as on 1.1.1996 of 306.33. After merged DA with Basic pay, from July 2004 to July 2007 the above said calculation was adopted.
What is current rate of Dearness allowance?
The current rate of Dearness allowance is 17% with effect from 1st July 2019 for Central Government employees, Pensioners and Family Pensioners in India.

What will be my new basic pension inthe 7th.. CPC 2016? My basic pension in the 6th.cpc is 12489, I retired on 31-1-2014.My date ofbirthis 24-1-1956.
What will be the rate of DA w.e.f. Jan.2019 for those drawing salary/pension in sixth pay slabs.
Expecting as per Index 154%, (154-148 = 6% from 1/1/2019) still orders not released in view of financial year ending it will be paid after 1/4/2019 in the next F.Y. 2019-20.

What about D A % w.e.f. July 2018 as per sixth pay commission as we are still getting our pension as per 6th pay commission which has not been mentioned in the table.
What will be D.A. w.e.f. July2018 ln Sixth Pay Scale.

This in connection with revision of pension as 7th cpc , for which required data submitted as for back as November 2017 but sofar revised or corrigendum ppo not issued, resulting in non payment of revised pension and arrears. Pensioners who are at life stage of supper seniority their cases need to be dealt on priority to get benefits in life time .
How much total DA is given to central govt employees since Jan, 2016 till July 2017?
Sir,
The Notional pay calculations in respect of Pre 2006 Pensioners seems to be OK. But I have a difference of opinion in respect of Post 2006 and pre 2016 pensioners who have retired from Jan 1015 till June 2015. They have invariably completed 6 months or above after their last increment viz july 2014.
Their Notional Pay should be increased by one increment and not thier last pay drawn. These benefits have been neutralised in respect of Pre 2006 retirees/official retired/died after july 1,2015.
